Executive Captain Richard A. Rose

Executive Captain Richard A. Rose Executive Captain Richard A. Rose began his career in law enforcement with the Morris County Prosecutor's Office in 1985 as a County Detective after being employed in private industry in the field of security for several years. Executive Captain Rose's tenure with the Morris County Prosecutor's Office has included investigative assignments within the Grand Jury Unit, Trial Unit, White Collar Crime Squad (AKA: Fraud Unit) and the Special/Confidential Investigations Unit.

Executive Captain Rose spent a considerable amount of his office tenure in the Confidential Investigations Unit, which conducts investigations involving public or appointed officials. Executive Captain Rose also has a vast amount of experience in conducting internal affairs investigations and served as the office's internal affairs officer for a number of years.

Executive Captain Rose was first promoted to the rank of Detective/Supervisor of the Confidential Investigations Unit in May of 1991. In November of 1992, he was promoted to the rank of Detective/Sergeant in the Confidential Investigations Unit. In April of 1996, he was promoted to the rank of Lieutenant where he served as the Section Supervisor for the Special Service Section. That Section encompassed the Fraud Unit, Confidential Investigations Unit, Court Unit, Weapon Return Unit, Evidence Unit, Forfeiture Unit and the Pre-Trial Intervention Unit. In August of 2002, he was promoted to the rank of Captain and assumed the Operational Command of the Trial Division, Tactical Division and the Specialized Crimes Squad along with the duties of the office's Administrative Officer. In March of 2003, along with his present command assignments, he was assigned the Operational Commands of the Family Division (Domestic Violence Unit, Juvenile/Missing Persons Unit, Weapon Return Unit, C.A.R.E. Unit & Bias Crimes Unit) and Special Enforcement Squad as well as the duties of the office's Executive Officer. In September of 2004, he was promoted to his present position of Executive Captain within the office's Administration Division. In addition to his current Operational Command duties and responsibilities (Trial Division, Family Division, Specialized Crimes Squad), Executive Captain Rose handles and oversees a number of administrative office responsibilities to include some of the following: Office's Polices & Procedures/Rules & Regulations; Countywide Municipal Directives; MCPO Detective Candidate Selection Process; Investigative Overtime Budget; MCPO Police Liaison Program and the MCPO Training Unit.

Executive Captain Rose holds a Bachelor of Arts Degree in Criminal Justice from LaSalle University (Philadelphia, Pennsylvania), as well as a Master of Arts Degree in Criminal Justice from John Jay College of Criminal Justice (C.U.N.Y.) located in New York City. Executive Captain Rose has completed course work and received certification in Supervisory Management from Rutgers University, New Brunswick, New Jersey. He is also a graduate of the F.B.I.'s "Law Enforcement Executive Development Seminar (L.E.E.D.S.) as well as the New Jersey State Association of Chiefs of Police's "New Jersey Police Executive Institute Training Course. Executive Captain Rose has also attended numerous seminars and training courses on a variety of investigative topics during his twenty-three (23) years with the Morris County Prosecutor's Office. Some of Executive Captain Rose's professional affiliations include ASIS International, F.B.I. LEEDA Association and the International Association of Financial Crimes Investigators.
